How a citizen can register a complaint with MINALOC

The Ministry of Local Government has established a service aimed at enhancing transparency and accountability by facilitating seamless communication of concerns from users.


This service provides Rwandan citizens, foreigners, and refugees with a convenient platform to submit complaints and request assistance directly from MINALOC.


This service is provided and processed by the Ministry of Local Government (MINALOC) through IremboGov.

  • To apply, you must have one of the following identification documents:

  • National ID

  • Foreigner ID

  • Refugee ID

  • A valid passport

  • You must also have a valid phone number or email address to track your application and receive notifications.


  • Step by step on how to apply for this service  and submit your complaint


  1. Visit new.irembo.gov.rw. Log in to the IremboGov platform. 

    • If you don’t have an account, click here to learn how to create one.

2. Under Governance, select “citizen complaint registration.”

3. Then click on Apply to start the application

4. Enter the applicant details, select the gender, and fill in your contact details

 

5. Fill in the complaint details and the address


6. Upload any document or picture that can support your raised complaint


7. Verify that all information is accurate, enter a phone number and/or email address, check the verification box, and click Submit.


8. An application number (C……) will be generated, which you can use to track the status of your application.

  • What’s next after submitting the application?

    • After successfully submitting your application via IremboGov, you will receive a confirmation notification via SMS and/or email.

    • Once your issue is resolved, you will be contacted to confirm that the necessary resolution has been provided.
