What does the District/City of Kigali collaboration letter for FBOs represent?
It is an official letter from the District or City of Kigali confirming their support and willingness to collaborate with a Faith-Based Organization (FBO) on its planned activities. It shows alignment with local authorities and is often required for regulatory or administrative purposes.
You can apply for this for one of the following reasons:
Establishment or compliance of a church/Mosque
Establishment of a church/Mosque branch
Developmental activities by a church/Mosque
This service is provided by Ministry of Local Government (MINALOC) through IremboGov
What do you need to have before you start applying?
The legal representative must be at least 18 years old.
The certificate is valid for 5 years.
Prepare the following:
Draft an application letter applying for collaboration
Notarize a copy of the organization’s statute
Notarize a copy of the organization’s doctrine principles
Have an Action plan aligned with development priorities of the District/City of Kigali

A document confirming that the church conforms to building standards
Community signatories document (Excel. List of all signatories)
Community signatories document (pdf with signatures of all signatories)
Note: The number of signatories must be at least 1,000.
Steps to apply for this service
Follow these simple steps to apply for this service
Visit new.irembo.gov.rw and log in to the account
Under the “Governance category. Select “District/City of Kigali collaboration letter for FBOs”
Click apply to start your application.
First and foremost: Download the templates below, fill them out, and upload them to the attachment section. Tick the box to confirm if you agree with the guidelines. And click “continue.”
Fill in the legal representative details, such as identification documents (e.g., National ID or passport), contact address, email, and phone number.
Enter the organization details, such as faith-based organization type (church or mosque); enter the headquarters’ address, phone number, and email
Provide applicant details and reasons for applying that were mentioned above.
Upload the requested attachments in the correct format and click continue to proceed
Verify that the information is true, enter a phone number and/or email address, check the verification box, and click Submit.
An application number (C2…...) to track your application status.
4. What to expect after submitting the application
Step 1: The application is submitted to both RGB and the District Office for processing.
Step 2: Once reviewed and approved, the certificate will be attached to this email. You can also download it anytime from IremboGov using your application number.
Important Tips:
Make sure to provide a valid email address and phone number to track your application.
Attachments must not exceed 10 MB. If necessary, compress your files before uploading.
